City of Refuge Worship Center is a nondenominational Christian church and community ministry based in Christiansted, St. Croix, U.S. Virgin Islands. It serves as a hub for worship, education, and outreach, emphasizing faith-driven service and community development across the Virgin Islands.
Founded on August 15, 1987, by Apostle Eleanor A. Estrada as Holy Ghost Deliverance Ministries Inc., the church rebranded in 2013 to its current name following divine guidance to build a “City of Refuge.” The ministry began with an 18-acre property acquisition in 1992 and later constructed a multipurpose gymnasium—its present sanctuary—which has also served as a disaster shelter and community venue.
City of Refuge Worship Center’s mission is to nurture and mobilize believers and nonbelievers into community leaders through worship, outreach, and education. Inspired by biblical passages such as Joshua 20:2 and Isaiah 61:1, its vision includes establishing not only a church but also facilities such as a school, senior home, rehabilitation center, and community service institutions like a supermarket and bank.
The church offers dedicated ministries for men, women, youth, and children, each designed to foster spiritual growth and fellowship. Weekly activities include Bible study, prayer nights, and youth gatherings. Its “Level Up” program engages millennials through creative expression rooted in Christian faith.
Beyond religious services, the organization focuses on empowering the St. Croix community by offering social outreach, educational programs, and relief support during emergencies. Members are encouraged to contribute through charitable giving, which sustains both local and global ministry work.
